Hundreds of Madison school teachers hired on emergency licenses
The Capital Times
The Capital Times reports that over 10% of teachers in Wisconsin's Madison school district are teaching on emergency permits. Evaluating the effects that these emergency-licensed teachers have on student outcomes, the article features a 2024 study from CALDER researchers Benjamin Backes, James Cowan, Dan Goldhaber, and Roddy Theobald on the effectiveness of emergency-licensed teachers in Massachusetts over time, citing evidence that students of these teachers scored significantly lower on standardized tests in math and science than other students in the same school and same year.
